Joe Bazzell, P.E.

Joe has over twenty years of electrical engineering experience.  He has a comprehensive knowledge of California’s healthcare design codes, regulations and the construction market. His unwavering attention to detail along with his knowledgeable use of cutting-edge building and design technology results in designs that are energy efficient and of exceptional quality and distinction.  His strengths are the areas of power distribution design, analysis and specification, control system design, telecommunications systems design, and implementation in the medical, bio-pharmaceutical, semiconductor, industrial, and power utility areas.  His work experience includes low, medium, and high voltage power systems, load analysis, short circuit analysis and protection coordination. 




Schulhoff started his career with Silverman & Light in 2003.  He is a professional engineer with 25 years of experience in all aspects of electrical engineering. He brings to the firm a diverse background in both Western and Chinese culture. He has provided his expertise as an electrical engineer and project manager for many project types, including healthcare, residential, biotech pharmaceutical, data centers, and projects with highly sensitive environmental challenges. His responsibilities include project management for construction documentation along with facilities startup. He is experienced in electrical construction support, facilities management, field inspection, specifications, engineering proposals, cost estimates, client coordination, and material takeoffs. His experience includes many OSHPD projects, both in new construction and renovation.



Chris Silverman

Chris applies his leadership and expertise to designing projects on budget and on time in a variety of sectors including healthcare, commercial offices and higher education. Being a strong believer in the concept of Lean Design/Target Value Design, Chris has a unique ability to integrate quality design with high value for any budget without sacrificing the owner’s needs. As an effective communicator, he has a keen ability to bring design team members and contractors together to help solve issues and deliver a quality product through a collaborative design approach. Chris’ obsession with energy efficiency paired with his passion for advanced lighting controls and lighting design have resulted in his ability to develop, implement and manage several large scale energy efficiency programs for large institutional clients. He applies his extensive knowledge of advanced lighting controls and lighting design to each project to support the owner and architect’s vision.



Mike Gill, P.E.

Mike has been actively involved in the electrical industry for over forty years. Through efficient project management, budget accountability and dedicated follow through, Mike has the ability of completing projects which satisfy the client both creatively and professionally. As principal he has been managing and directing the design and engineering for projects that include commercial office buildings, educational facilities, mixed-use high rise buildings, laboratory, healthcare, hotel and data center facilities.  His expertise includes complete design of electrical and communication systems consisting of high voltage site distribution, normal and emergency power, grounding, single and paralleled generators, UPS Systems, interior and exterior lighting, lighting control, Fire Alarm, Nurse Call, MATV and Security.



Carol Light, P.E.

As Treasurer and Principal, Carol has provided her knowledge and experience in all aspects of electrical engineering to the industry for over 30 years. Her expertise has extended to a wide range of projects, which include healthcare, public office space, education facilities, transportation, commercial, residential, and government buildings. She is involved in all phases of design and documentation from Schematic Design (SD) through Construction Administration (CA). Her background in architecture gives her a unique and unusually qualified perspective, which allows her to see the architectural vision as well as the lighting aesthetics. Carol has proven her ability to work with government agencies at the federal, county,and city levels. She is experienced with the implementation of OSHPD requirements on projects ranging from full hospital design, Central Utility Plant (CUP), and specialty hospital departments such as operating and radiology suites. She is an expert in current engineering standards and codes and uses this knowledge to design systems for new and historical renovation projects of all types ranging from high-rises that form city skylines to bridges that connect cities.



Chuck Silverman, P.E.

Chuck is the founding partner of Silverman & Light, Inc.,electrical engineering and lighting design firm established in 1976. Over the course of his leadership at Silverman & Light, he has acquired vast experience in the design and implementation of electrical engineering, lighting and energy in just about every kind of building imaginable. He is licensed as an Electrical and Control Systems Engineer and an accomplished lighting designer. He has particularly extensive experience in health care buildings of all kinds, commercial office space, and educational buildings. Over the past 10 years he has become obsessively engaged in energy efficiency and has managed, championed, and implemented projects for Lighting Efficiency Retrofits, Photovoltaic systems, combined heat and power Co-generation, and Fuel Cells. He has become a voracious researcher of alternative energy and is proficient at applying financial analysis techniques to current and emerging energy technologies, methods and applications. He is trained in EPA/DOE EnergyStar Benchmarking and Target Finder, and is accomplished as an energy auditor. All of his efforts start with a solid business case model and maintain that focus throughout the process. Chuck would be well suited to initiate energy efficiency solutions for your property. Chuck’s greatest satisfaction has come from his collaborative process of identifying the client’s needs and achieving a consensus between all the entities involved from owners and users to public administrators.
